What's the deal with ISP/SLP stocks lately? My POS of old DSLN is back from the dead with this:

13:54 ET DSL.net (DSLN) 2 7/16 +7/16 (+21.9%): Kaufman Brothers initial BUY rating is sending buyers into small-cap DSL services company; firm is positive on DSLN's direct sales model, which allows company to cherry pick high value business lines; notes that company has strong balance sheet with little debt.... Price target $11. (volume 1.6 mln; intraday range 2 3/32-2 1/2; float 24.4 mln).

What is Kaufman Brothers seeing that I have failed to see?
