It was 1,000 sq. ft. and we kept it at 70 on gas heat. January, 1999 the heating bill was $300. Typical winter heating bills were $150-200, which is pretty ridiculous,
because most winter days it gets over 60 degrees.


It sounds like your total heating bill was larger than mine. My home is about 1700ft2, well insulated, and oil heated. I have three zone (all controlled by programmable thermostats) baseboard hot water heat. I keep it somewhat cooler (67F day/60F night) Typically, I use about 900 gal oil per year. This includes running the oil burner year round for hot water. Fortunately, I have a 1000gal buried tank. Thus, I need to fill only once per year and ALWAYS get the best price (typically late August). Up until this year, I typically paid about 55-70 cents per gallon for a yearly cost of oil of around $500- $650. It is also much colder here in upstate NY with average winter (Dec/Jan/Feb) temperatures of perhaps 31F day/16F night). I hope your situation is not typical of most Californians.
