This is about a gag rule.

IMO, it's a game of chicken of enormous proportions. It's not a gag rule unless the providers agree to be gagged in exchange for being able to provide reproductive services other than abortion.

It's extortion.

U.S. officials have countered by saying that U.S. funding for contraception will not decrease -- at about $400 million a year -- and that it can find other groups to disburse the family planning funds that any organizations can no longer accept because of the new rule.

If they tell a patient that abortion is an option available somewhere else, they can't have funds for anything.

If I give you $50 a day and you like getting that $50 and you find it very useful, then I tell you I will stop giving you the $50 if you say X publicly. I am not gagging you. I am not forcing you to stop saying X. You are free to say X just as I am free to stop paying you the $50.
