Karen how is it extortion? That statement does not make sense to me at this time but perhaps you can explain it.

I'll sure try. The administration wants Planned Parenthood to stop offering abortion counseling in New Jersey and elsewhere. But it doesn't have any authority over that. It does have authority to cut off reproductive services overseas. So it writes the policy in such a way that, if Planned Parenthood stops offering abortion services in the US, it will fund them to continue offering other reproductive services overseas, otherwise it has to give up all overseas services.
