I think (despite my non-tech background) that you are about on track with your thinking.

Ever since the TXN/QCOM announcement I have been thinking that TI is a possible bridge to a QCOM/NOK relationship.

If NOK simply wanted to conclude a 3G CDMA license and get it out of the way, I think it would have been accomplished by now.

It is just as possible that ongoing discussions between NOK & QCOM could lead to positive benefit for both sides, as it is that they would lead to a negative one.
