Before you get in too much trouble here, might I suggest using the phrase "vertically challenged," or the more popular "people with a height problem"? Not that there is anything wrong with that!

It depends on the actual size. I have seen people who have had to lift up the arm rest....obviously that might influence the decision.

Believe me, I have the seating thing down to a science on SWA. There are some other things that go into it, but they are not relevant to this discussion.
