Monty, Greenspan and the FOMC removed their bias to tightening in 1998 ahead of the Russian default that triggered the LTCM crisis. Fed funds declined from 5.5 to 4.75 not in complete response to the Russian default and LTCM but to the sluggish behavior of the markets after the initial 1/4 point decrease. LTCM had long been liquidated when the other rate decreases took place.
