While a switchover of the P4 core to 0.13 during the summer, with production output in the fall is a scary thought if successful, it does confirm a couple of things:
1. The P4 core cannot reach 2 GHz without 0.13 or something else like SOI (David Sager said that the P4 0.13 and the P4 2 GHz would be released in the fall -- I think these events are linked.)
2. It explains Intel's huge capital spending budget despite delaying some fabs

Will they be successful or will it backfire?

Well, it does have another advantage to them -- it makes the new steppers hard to obtain by AMD

Some risks are:
1. Intel is counting on the PC market remaining slow during the 2nd quarter. Intel will lose some production output while they are switching over their fabs to 0.13 production for the P3. If the PC market picks up 2Q, Intel may lose market share due to a shortage situation.
2. It is obviously a high risk to switch to 0.13 copper so soon. From the ISSC paper, they may be pursuing a parallel path to 2 GHz P4 using SOI with 0.18.
