The defense attorney certainly implies at least near perjury.

The plea bargains are often not aimed at a buddy as he might hold a grudge, but at an innocent third party target of opportunity, which is perfectly satisfactory to the prosecution if there are forfeitable assets.

All I know about the functioning of the justice system is what I read, and that leads me to extreme skepticism. In Massachusetts, it is clear to me beyond any reasonable doubt that the primary operating characteristic of the justice system is the pursuit of political advancement, with the fabrication and suppression of evidence not withstanding.
