No, it can't, for the simple reason that we're already in it. As for overseas, well, while no one was looking the Nikkei went right back down to 13k the other day.

There is a growing amount of evidence that the administration is obtaining cooperation from institutional investment firms to stop investing in technology issues as a way of causing a market panic and a faster reaction by Congress to the administration's tax cut proposals.

It is also interesting that the only groups of stocks that are holding up well in this market, or even going up, are oils, tobaccos, and drug company stocks.
