Not necessarily so, as it describes also the situation of controlled descent and slowing down for normal landing. Crash equation is:

Landings = Takeoffs-1

i.e., one less landing than the number of takeoffs after all flights have been completed. A friend of mine experienced that situation when he bailed out of his A-7 aircraft in waters off Vietnam.
