I think a bull run of more than a few weeks' duration is not only possible, but likely. That can explain why VIX refuses to go up. A similar movement to the one between July-Aug last year could happen again. Hopefully, there will be a couple of more down days early next week to make the rally more powerful. Just a wishful thinking on my part but you may have more reasoning to back up yours. Mind to tell?

My service (Vectorvest) got us back in the market (how I wish I'd gotten out when they said, in March) at the beginning of Jan. He believes the bottom was put in the market around Dec 20th, (I'm not sure if that's the exact date). He has us in low priced high value stocks. We'll see.
He does not predict the market so does not know if this is a "bull market" or a "bear rally".
