Reagan also promised to cut spending but he didn't do it. In fact, he always requested more spending in his budgets than Congress appropriated and huge deficits followed. We should not be fooled once again. The surplust should be used for debt reduction. The Bush tax cut is very bad news for the Baby boomer generation who will enter their retirement years under a large national debt.

From the article you reposted: "....The president has put off a decision on whether to seek additional spending for readiness and weapons systems until Defense Secretary Donald H. Rumsfeld completes a strategic review...."

Call me a cynic, but that report is going to come back declaring a state of emergency in the US Military's state of readiness that can only be fixed by massive amounts of (off budget)money immediately. The threat from the former Soviet Union(which doesn't have enough money to buy the fuel for a launch), China(who wouldn't attack the US because they wouldn't have any innovation if they didn't steal it from us), Iraq(who couldn't accurately target a scud over a hundred miles when their lives depended on it), and various and sundry nameless but "very dangerous" threats will be made to appear so imminent that the poor Defense Dept. wouldn't have a snowballs chance in Florida of responding and the "American Way" would disappear forever.

It will be repeatedly pointed out that this deplorable state of affairs is the result of 8 years of Demolib Clinton's neglect because he was busy staining a blue dress, and can only be corrected by the "right-minded" thinking and action of the Republican Party. Any attempt to argue the conclusions of the findings or the proposed massive spending increases will be labeled un-American and bordering on treasonous and probably subject to hearings on the matter in the House.

The government size then will not shrink, the budget will not have decreased(except in those areas directly affecting the enforcement of civil rights or the protection of the environment), but we will be safe in the knowledge that America is safe from all those "nasties".

Nothing will be said in the report about how Russia, China, and all other countries threatened by a massive US Military build-up will respond. But future assessments will indicate an increasing need for the US Military to continue to build-up because of increased military spending on the part of those threatened. Of course, if those countries were "innocent" they wouldn't feel threatened would they?

I'm too cynical, I think I'll go get some fresh air.
