Just exactly which figures are false? And while you're at it, tell me which federal, state, county municipal or even private business office, division or institution does not employ the same self-serving budget beautification program when it comes time to ask for allocations for next year?

Everyone should take care of their own risks via insurance

What if the insurance companies won't sell insurance?
Does this mean that anyone who is now without earthquake insurance and still living on the Hayward fault should move? How about the San Andreas fault? Or maybe everyone on the hurricane coast(which might run from Galveston to Hatteras)should move inland? Maybe the inhabitants of the dust bowl should consider moving as well. And who "insures" the infrastructure? Wouldn't that be(omigawd) the TAX base?

Fema takes up huge amounts of monies and spits out pennies.

Which charity was it you had in mind that would be big enough or have an evolved structure to handle "acts of God" of substantial proportion? Or would that be many small charities, with even smaller resources?

You are lost in a fantastic utopianism that you cannot admit to.
