<<<Just exactly which figures are false? And while you're at it, tell me which federal, state, county municipal or even private business office, division or institution does not employ the same self-serving budget beautification program when it comes time to ask for allocations for next year?>>>

Exactly my point. They all are out to justify their existence. The only difference is when business does it and it gets out of hand, they go bankrupt.

<<What if the insurance companies won't sell insurance?>>

At the right price any insurance company will sell insurance for any risk. Why should I pay for the risk of someone living on the Hollywood Hills. Life is a risk you know and you pays your money and takes your chances. I live near the coast in New England and I don't expect anyone to pay for damage to my house from a Northeaster.

<<And who "insures" the infrastructure? Wouldn't that be(omigawd) the TAX base>>

Yes. That is what a local government is for. They should make reserves for this kind of acts of God. This cannot and should not be the business of Washington. What a horrible job they have done on everything they touch and at such a great cost. How would you like to go to a Veterans Hospital for treatment? No thank you. Not me.

<<Which charity was it you had in mind that would be big enough or have an evolved structure to handle "acts of God" of substantial proportion? >>

I think you would be surprised how many people, charities and family would come to the aid of the people that were truly in need. the Corporate Farmer that was hit with a drought or dust storm who gets aid from Washington, would not receive the charity of the people.

Maybe I am "lost in a fantastic utopianism" but it would be better than the unfair system we are saddled with at present.
