It matters because maybe GW did receive the standard punishment, whatever that is. How do you know he didn't if you don't know what the usual punishment is in that situation.

In addition that is the difference between GW and Bill. GW has admitted he has a poor memory. He has forgotten the exact wording of his speech many times. That hardly makes him a criminal. Bill, on the other hand, is always bragging about how great his memory is. Then he claimed that he couldn't remember a blow job. Now tell me which you would forget about? A blowjob or filing a paper with the SEC.
