Yes they do. The grand jury, while not the final determiner of guilt, does have a verdict.


Do you have any idea what a grand jury is? It is a tool for the prosecution. There is no presentation by the defense, and no cross-examination. It is a completely one-sided affair.

A Grand Jury would indict a ham sandwich if the prosecutor asked them. Guilt has nothing to do with it.

Everyone on the criminal system, prosecutors and defense attorneys alike, knows this.
