In the UK we do have something called VSO - Voluntary Service Overseas - which sounds similar. It's certainly not for those who need (or just want) money, but yes, it is extremely worthwhile work and I've never met a person who'd done it and regretted it or thought it was not time well spent. But by and large, we don't get special funding for ex-military into college either; of course, it's not a fully private system, so the cases aren't identical.
