This appears to be the source of the Reuters article.

The company already invested about 7 billion yuan (US$845 million) last year in establishing a nationwide CDMA network with an initial capacity of 2 million lines, a capacity that is to be expanded to 10 million lines and 160 cities this year....................

Qualcomm officials said it sees China as its biggest potential market.

Qualcomm last year co-operated with 14 leading Chinese mobile communication equipment producers including Beijing-based Datang Telecom and Capitel, Shenzhen-based Huawei Technology and Zhongxing Telecom, and Hangzhou-based Eastcom.

this is what I posted yesterday from the ZTE website.

Trying to put 2 and 2 together, has China already launched CDMA but never bothered making any bid announcements yet?

This would be consistent with my opinion that China wants to keep it quiet for as long as possible.
