I agree in principle... but governments are reluctant enough to fund the military - I really doubt they'd fund conservation/charitable/service work, certainly any more than they do now. [The UK has a fairly pitiable level of overseas aid relative to GDP... and I believe the US is even worse, unless you count arms shipments/subsidies as aid]. They see it as - at best, futile; else, interference in another country, or propping up another government which won't put its own house in order, or an ego trip/holiday for predominantly middle-class youth...

One semantic point: government: doing things that as individuals we have the desire for, but an inability to do by the limits of our resources
I rather desire a 10-year holiday in luxury with a charming but highly expensive girlfriend... I'll vote for any government guaranteeing me that <g>
No, I know what you mean - the government, on behalf of the 'state' it leads, should have the self-interest to see that it, its citizens and its world standing would all gain from such a policy.
