Here's Greenspan's testimony, from the Fed site:

CNBC has been characterizing his speech as offering the best of both worlds, but I think there's real reason to worry that the Fed is behind the curve. Greenspan chose to calm investor and consumer worries rather than emphasize what we all know is happening: workers are losing jobs, companies are cutting back on expenses and investment, profits are in decline. Greenspan devoted considerable attention to the problem of consumer confidence, but only linked it once, in passing, to the deteriorating employment picture. He spent much more time tying the dive in consumer confidence to the rise in energy prices and the fall of the stock market -- both important factors, but as important as job security?
