I think it is a bit late by the time they have gotten to prison. I disagree that it is even cheaper in the short term to lock them up than to give them some skills before they get into trouble in the first place.

I've seen figures as high as $70k / year to keep prisoners locked up. That is a lot of Peace Corps volunteers and technical training. As long as we breed classes of people to rob and beat us, we will get that. Some people may be incorrigible. We'll have to deal with that. But I'd prefer it was 10% to 70%.
