The idea of sending people convicted of low-level crimes to do service to the third-world poor is pleasant, but it won't work. The third-world governments would never take them. Even the Peace Corps has had to scale back many programs because host countries are demanding higher levels of training and experience. If we tell third-world governments that we plan to send them the people that are too bad to keep but not bad enough to lock up, they will simply refuse to take them.
