We have tried it, with the Peace Corps. What we've found is that large programs with low volunteer qualification levels accomplish very little and are very difficult to manage. Smaller programs with more qualified people are much more likely to accomplish something.

The host countries have discovered the same thing, and are steering away from volunteer programs that seem likely to create more disturbance than positive effect.

Unfortunately, developing countries simply do not need energetic but unqualified young people. They have lots and lots of those already.
