Why collect vat at every level of production when you can simply collect a sales tax, which we already know how to administer in most states, at the point of final sale? In fact, the states could collect the tax for the feds and be paid a fee for the service thus eliminating the need for a duplicative federal tax collecting function. Then you need a way to limit spending at the federal level because each fraction of a point would raise enormous revenue which the politicians of both parties would have a hard time not spending.

On the undercollection of taxes: If the feds really have any idea how much income tax they are not collecting - why don't they go collect it? I guarantee that if they could convince congress there is a payoff in adding resources to the IRS they would get the money. IMHO - the feds don't have the foggiest idea about this. But they produce these numbers as part of the budget game they play.
