Did anyone mention that when oil and gas prices are high the state of texas rakes in tons of revenue? That seems to be conveniently missed by those who oppose a tax cut at the federal level.

And so, as a result of the budget priorities of the previous administration, we find ourselves in a difficult hole."

No misrepresentation, Bush set the state's economic course to bankrupcy with his risky tax cuts, he then skips out and leaves the difficult task of correcting the problem before default to someone else. Now on the federal level he wants to do the same thing. Push some feel-good tax cuts that will cause trouble once he leaves office. Leave the mess for someone else to clean up, just like his old man.
