of course it's a signal to him...but i wouldn't smugly assume that it will have the intended effect.
it has potential to backfire - even though Iraq is militarily outclassed by several orders of magnitude.

let's not forget that Iraq's army is almost back at pre-Gulf war strength, and they're sitting on enough bacteriological and chemical weoponry to inflict major pain if the get their hands on proper delivery systems.

the biggest weapon Iraq has however is oil...using Iraq as a military training range for US and UK fly-boys is not necessarily a good idea in view of this. one month of no oil from Iraq removes 60 million barrels from the world market.

really, they want to switch to tungsten and depend on China to ship it? LOL!!!
