That is exactly the point. 10% is the difference between no alerts and stage 3 rolling blackouts. San Diego reduced usage because the prices paid went up. Instead of doing that in the rest of the state the government is pleading for folks to conserve. Reports are that it isn't working. They need to unfreeze prices. Don't they normally export power out of the state now and import it in the summer? They have sucked the regions hydro capacity dry this winter. What's going to happen next summer when they go to import non-existant power from states and producers they have REALLY ticked off in the last few months?

Regarding demand, I suspect most of it is coming from the San Francisco area (Santa Clara, San Jose, Mountainview, etc), where there are many large internet server farms. That is probably where the bulk of California's electricity demand growth is occurring. The average Californian wouldn't see it but it is there nonetheless.
