That is exactly the point. 10% is the difference between no alerts and stage 3 rolling blackouts.

California's peak projection for today is 26945 Mw.

California has existing resources of 59209 Mw (54375Mw if you deduct ISO controlled imports)
energy.ca.gov

That is a lot closer to fifty percent of capacity and California is in a stage three alert again. 10 percent might make a difference in the summer time peaks. By your logic California would have to cut back 60 percent in the peak summer months to avoid rolling blackouts.
