Doug, if you are able to short IPO's then your broker has screwed-up. It isn't legal to short an IPO for the first (is it 30 or 60?) days.

Anyone: When shorting I find I am at the mercy of the Brokerage .My observations are as follows...

Sounds to me like you need a new broker. I have never had these sorts of problems with shorts constantly being called in by my broker. If you want to continue to short and hold these positions for some time, you may want to consider a switch to another firm.
