You forget one thing, deposits into mutual funds was at a record level in January. The money has to go somewhere and if there's so much on the sidelines and stocks look so cheap, bargain-hunting time. I bought some SUNW on Friday and will buy more techs as they hit their January 3rd lows. Much of the bad news you're talking about is already priced in. Your average dot-bomb is down 90% or more. CSCO has most of the air kicked out of it and no one wants to miss the bottom. It's true they may go a little lower but not as much as bears think. In fact it wouldn't surprise me if we are very close to the bottom, that being the Jan 3rd low whjich may be re-tested. And if there's a surprise rate cut in the next week or so, that will bounce us up nicely. You can short the bounce but I wouldn't short the sell-offs.
