It is what I call the "lack of a moral compass", there are people that simply do not have that internal mechanism. It is surprised to find this feature in a person that has studied law, like Clinton, but I have found it many times in business executives, one of them, a former boss of mine is sitting in jail now, because he simply could not determine right from wrong. A charming person on a personal basis, but without an iota of moral guidance in his actions.
