Build the infrastructure. build a good road, forget the scenery, the pork that goes thru with the hiway fund and funding of various other programs that use taxes and tolls for uses that are not related to highways. Tolls are just an excuse for another 'non' tax(fee) that can be passed by fat cat legislation, and those corporations that own the toll roads in some states. It messes up traffic and it makes those that do not live or enjoy the benefit of these programs to pay for them.
