I do not for a moment assume that the state of Wisconsin located and questioned all 25K "leavers" to complete their survey. Foolish and costly for them to try.

The key word is "most." That must mean more than 50%, but if it does, in a report which is full of numbers, why don't they say so? If only 50% of the leavers have jobs now, how could 70% be saying "life is better?"
