Tweak-UI, Repair tab, offers the Rebuild Icons option. Maybe this will help.

icons change....
on my win98se desk top, every now and then the recycle bin icon just arbitrarily switches to something else. right now it's a cup full of colored pencils, yesterday it was a traffic signal.

i did just very recently read a line or two in a tip somewhere that mentioned a folder's contents that could be deleted to remedy this. it may not have been that action, may have been something else, i have obviously forgotten.
