Many things make sense as a precaution. You don't wait until disaster strikes. Ask any farmer who has been ruined by a drought.

I agree that many things make sense as a precaution. This is particularly true when the thing is question is cheap and easy and/or the possible negative effect is enormous and almost certain. However in many cases neither of these things are true and it does not make sense to pay enormous costs in wealth or freedom for protection from small local disasters or based on vague insufficiently supported predictions that the sky is falling.
