It's 15.3% total. Carved up several ways. You see a text of the speech? I just caught the end of it and wasn't paying a bunch of attention as I was about to throw up hearing him raise the issue as a major administration objective. Anyway, I agree with you that it sounded like 2 points of the 15.3 points would be up for grabs, though there is a lot of wiggle room as to what he really meant.

<<I wonder how that county in Texas is doing with their Social Security opt-out investment plan. A year or more ago, they were boasting about people retiring early.>>

They'll now spin it as a productivity enhancing device, designed to keep more experienced workers in the workplace longer!<G>

OK, Japan experts.....No way Nikkei is sitting below 13k end of March, right?, because of mark-to-market.....The frequently mentioned "no loss" (?) area is 14k I believe.....

Shouldn't this be a good play sometime in March...guaranteed gvt. intervention (perhaps even with U.S. help) in scarfin' up securites???

So, if so, when does one expect the rally to start, how high, and what instrument to buy? Por favor....

Or is all this irrelevant in the crash?
