I believe the net effect will be less progressive. The only tax rate to drop sharply is top marginal rate. For those not in the top brackets, taxes are cut for large families due to the increase in dependent deductions, but are not cut significantly for small families, couples, or single people. Check it out for those with no dependents as well as for the "family of four" that the Republicans keep talking about.
