No, but the tax increase was forced on him by a Democratic Congress......Again, I do not intend to be simplistic. Other factors were the dislocations produced by the Gulf War, and the rapid build-down of the military. But they were not normal parts of the business cycle. It is difficult to say if there is a significant business cycle anymore, but it is still a matter for debate.......
