You don't understand anything. The bureaucracy is NOT at the school level. It begins at the district level, and continues up to the state and federal levels- the state and federal levels of bureaucracy will be expanded by vouchers, and not diminished. I could go on, and give you the precise ratios of teachers, to principals, to superintendents and district personnel, but what's the point? You clearly haven't any real knowledge of this area. I suppose you are parroting ideas you've read that sounded good to you- problem is, they make no sense.
