Just as the public was correctly bullish in the final phase of the bull market- they will be correctly bearish in the final phase of the bear market. These are the only two periods where the public is right. About 1/3 of the time altogether.

So, if the public is becoming more bearish- it doesn't mean the bear market is over. It just means it is getting late in the game. When the public is overwhelmingly bearish (like they were overwhelmingly bullish in late 1999), the end will be very near.
