I base it on Clinton's own words and actions. Skirting the boundary between what is legal and what is not what I'd call moral or ethical. Redefining the definition of the word "is" or the definition of "sexual relations" just to weasel out of legal trouble is not what I'd call moral or ethical. And tossing out pardons based on personal or family donations or political posturing is not what I'd moral or ethical.

Anyone can defend Clinton on the basis of "Well, we don't know what exactly he was thinking, so we can't judge," or "Other politicans are no better." But that sort of defense only lowers the standard, not raise Clinton up. And it's a crying shame when even Biblical passages are taken out-of-context to lower our own standard of ethics or raise our tolerance of injustice and corruption.
