What you said about the pilot having to carpet a ramp rings true to me. The explanation that I heard was that budgeting is not done from a zero base and justifying every request; rather it starts with what was spent the previous year. If there was unspent monies left at the end of the fiscal year, you would as likely see your budget cut instead of increased, hence the flurry of useless wasteful projects in the last quarter of the fiscal year.
