In the US there are a number of EDS type firms that understand government,

and they usually partner with a computer company that partners with a software company. It sounds like IBM has muscled in on the consulting firms turf which should make it easier for Novell as a sub-contracter providing the software.

Cementing these partnerships with results. Gaining a reputation for being THE directory company to go to when you want to set up eGovernment is what Novell has to market to the firms that have the connections.

Of course Senator Hatch could help with the connections!!!
