The problem never came up in East Germany, where I lived in my youth. There were no rich people [except a few communist party bigshots]. Virtually all businesses belonged to "the people". There was no stock market. The real estate owned by individuals was rent-controlled so there was no money for repairs or upgrades. When an uncle died, nobody wanted to inherit his house because it required expensive upgrades and the new owner would not be able to make a profit. But everyone was taken care of by the state - at a uniformly low level. As long as they kept their mouth shut. [edit]Heck, the government even took care care of those who didn't keep their mouth shut - in prison.
