Now technically I guess you're right that this person may not feel that all welfare recipients are cheats. But I daresay I've been hearing that implication since before you were born--just a wild guess--from none other than Jesse Helms himself as a TV editorialist in the 60's.

I am not defending any Democratic philosophy or agenda or keeping the 39% tax bracket, and certainly not perpetuating class war as you suggest, simply by making an observation based on years of direct experience. My inference was that "a portion" of people on welfare are incapable of coping and to make generalizations is to misjudge the situation.
