Business expenses grow each year to account for business growth and inflation; government expenses as well. To say that a program that serves 100 million people this year with $40 billion must serve 110 million people next year with 4% inflation at $40 billion, and that this is not a cut, is disingenuous.

If at your job, you got more work to do and no raise, you would feel that your salary had been cut.

But don't worry, Congress won't cut all the magic asterisk expenses, so Bush will just run large deficits. Reagonomics all over again.
