Maybe its DoCoMo, which says it will launch a 384 kb system and is not sure about paying Q IPR, since they have their own IPR.

Qwest Communications International Inc. said Monday that Kyocera Wireless this week will be exchanging the new QCP-3035 model, which Qwest started selling in December. The phone has such features as voice-activated dialing, a built-in speaker phone, Internet browsing and an eight-line display for animation and graphics

Here's all I can find Q related, and it looks fairly positive. From SSB,

SUMMARY
* Radio Shack came out with its comps for February that
posted low double digit wireless unit growth. This is a
significant improvement over January's comp at 8%.
* The February growth rate for wireless is in line with
our expectation for RadioShack's contribution to Sprint
PCS sales.
* We are looking for PCS' overall gross activations to
grow by 12.5% for 1Q/01 and 14.7% for the full year
2001. We forecast RadioShack will generate around 25%
of Sprint PCS' activations for the first quarter and
full year 2001.
* We maintain our Buy (1H) rating on Sprint PCS with our
year-end 2001 target price of $50 per share.
