From what I understand, DoCoMo itself has developed a proprietary (non-standardized) form of WCDMA but there are significant problems with software. Maybe they would need to license some software from Qualcomm.

Perhaps DOCOMO had an elixir served up by NOK, that they could create a cartel (similar to GSM) where all non-cartel members would pay a royalty (say 15% to 18%). Thus DOCOMO may believe that they are creating the world wide standard of w-cdma as it is different from the EU w-cdma.

Now if DOCOMO believes that they are creating the world standard then they would perceive that royalties would flow to them (assuming they have the w-cdma cartel). Sounds good for DOCOMO, unless their version of J-W-cdma doesn't work well, is late to market or has a higher cost business model.

A face saving possibility is for docomo to say they are going to "leverage" their existing w-cdma infrastructure and adopt 1xev and then say they will convert to w-cdma at a later date (which never happens). FWIW

On the replay of IJ's remarks at the recent analyst meeting, at 31:30 he comments about the initial trial system planned by NTT, to wit:
"I hope they are successful, we have received our first royalties for WCDMA....and I would like to see that go ahead and grow....." I am assuming he is referencing NTT, as the previous minutes were in discussion of NTT's 'special WCDMA', using the '99 version which is, according to IJ, "not yet finalized, not to mention the 2000 or 2001 versions...." Perhaps my audio is fuzzy, or my thinking is fuzzy, or NTT is indeed somehow responsible for getting WCDMA royalties to the Q. Please show me if my understanding is incorrect.
