ummmm...actually, he doesn't choose anything of the sort. he just doesn't think churches should be excluded, as many do FAR better things for human welfare (and at much lower budgets) than do many not-for-profit organizations.... as one who does a LOT of work with the not-for-profit community, i tend to agree.
